Additional Questions and Answers about this tender application: 

**Regarding Budget, in our application for Lot 1 and Lot 2 are we able to suggest an alternative split to that included in the ITT (still respecting the overall £145k inclusive of VAT)? 
The full budget is £145,000, including VAT. As long as the overall aims of the work are met we are open to bidders suggesting an alternative approach, as long as it is within the £145,000 budget. 
**Are there any mandatory 'attend in person' events which should be considered, for example: project launch, project final report delivery, etc? 
Meeting attendance is to be discussed and agreed with the successful bidder but we would predict that there will be at least an initial in-person meeting. Monthly meetings will most likely be held online, via Microsoft Teams. There may also be a requirement to attend East Midlands Institute of Technology Board meetings, as and when required. 
**Can you provide additional information on the academic Research Fellow, focusing specifically on the development of hydrogen-related curriculum? For example, how long has this person been in post, and what areas of hydrogen-related curriculum has this person either completed or started? Does the scope cover production, distribution, storage, end use, etc? 
The research secondee has been working with the East Midlands Institute of Technology (EMIoT) for around four months and is due to complete the work by October 2024. Their work has covered all stages of the hydrogen economy (production, distribution, storage and usage). Information gathered to date includes progress of national work to develop hydrogen-related skills products, transferable research and skills models from other regions, and current job / skills demand for hydrogen-related careers. The project is currently engaging directly with businesses in the East Midlands to assess hydrogen readiness. The project will ultimately recommend priority skills products for development within the EMIoT partnership and materials gathered can be used in support of this contract delivery. 
**Can you confirm which procurement frameworks will be used for checks? We are registered with the University of Derby supplier portal, is this one of the procurement frameworks? 
Yes, the University of Derby supplier portal is one of the procurement frameworks we will use to cross-check tender applications. The framework used by another partner, Loughborough College, is Delta e-sourcing. Procurement frameworks for Loughborough University, Derby College, University of Nottingham and Leicestershire County Council may also be used if required. 
**Due to the high levels of summer annual leave and the bank holiday weekend, could you please consider extending the submission deadline by 1 week? 
Due to short project timelines we are unable to extend the tender deadline at this time however the month-long response notice was intended to allow for seasonal absences. 
**Is the 6 page limit inclusive of experience, social value and delivery? or is the 6 pages just for the delivery plan? 
The main tender should address all requirements of the specification. Experience should be summarised to key points within the main document but CVs may be attached as appendices. The rest of the tender needs to fit within 6 pages. 
**Could you please confirm if we can attach a project programme (e.g. Gannt chart) as an appendix or will it be included within the page count? 
Yes, a Gannt chart can be submitted as an appendix. 
**Is the emphasis for skills quantification on the more qualified roles (e.g. PhD's) or do you want emphasis across all qualified roles (e.g. Level 3-8)? 
This work should clearly identify and then prioritise skills need and demand rather than focus on particular levels based on an initial theory. For context, Institutes of Technology are interested in the spectrum of technical skills development from L3-7+. 
**Can you provide more information on what you consider in scope for this project in terms of ‘renewables’ and ‘resource efficiency’. For example, are use of electric vehicles and retrofit in scope or is this more limited to renewable energy production and industrial decarbonisation? 
Focus is energy production, distribution/ storage and industrial decarbonisation. It may include equipment supply chains for energy production (e.g. Hydrogen Fuel Cell manufacturers) if market size warrants this as an area of focus. 
 
**Can you confirm the deadline is 11:59 on 3rd September or 11:59 on 2nd September plus one minute? You have different times on your ITT and website. Sorry to be pedantic but we’d hate to get caught out!

**Are you able to share expected contract terms and conditions? 
Not at this stage however we would expect delivery by End March 2025. Payment terms will be broken into min 3 stages with agreed milestones. Final T&Cs to be agreed with successful bidder. 
**Would you be looking to use standard terms and conditions from the supplier organisation? 
As Above 
**Can you provide what would be considered to be the boundary for the East Midlands for the intents and purposes of the projects? 
The EMIoT and Freeport are primarily concerned with the economic and skills geography of Derbyshire, Nottinghamshire and Leicestershire. This work is intended to identify skills gaps that will hinder energy decarbonisation across the Freeport area. But as skills are mobile to some extent, we expect the work to take a sensible approach to the geographical boundaries taking into account industrial distribution and growth, energy supply and population distribution.
